00:40 american freedom and internet access act
00:42 of 2021
00:44 it says not later than 45 days after the
00:47 date of the enactment of this act so
00:49 within 45 days
00:52 the secretary of the air force in
00:54 consultation with the chief of space
00:56 operation shall develop and begin
00:59 implementation of operation starfall a
01:02 strategic plan to deploy stratospheric
01:04 balloons aerostats and satellite
01:07 technology capable of rapidly delivering
01:09 wireless internet anywhere on the planet
01:12 from the stratosphere or higher
01:14 so kind of like starlink but within 45
01:17 days now why would they need that so
01:19 quickly
01:20 just saying and i’m not an expert on the
01:23 balloons i’ve i’ve looked a bit you know
01:25 into basic stuff on the the internet
01:27 balloons they actually uh from the ones
01:30 i’ve seen they last for a certain amount
01:31 of time they have to be launched and
01:33 then a truck has to like go and catch
01:35 them wherever they land you know after
01:37 days or weeks or however long they last
01:40 uh it says
01:42 uh of course
01:44 it’s a short bill so it gives you that
01:46 and then it says from fox news salazar’s
01:49 office says uh the bill is quote
01:51 critical to protecting the safety and
01:54 well-being being of american citizens at
01:57 home and abroad it says quote the u.s

02:01 when tyrants
02:03 shut off the lights and when american
02:05 security is at risk a salazar aide told
02:08 fox news saying that congress quote must
02:11 act to ensure we have a clear strategy
02:13 to deploy in a time of crisis
02:16 and yet this operation starfall of
02:19 course
02:21 would be putting up balloons and by the
02:24 way they’re developing and implementing
02:26 within 45 days so they’re putting it up
02:30 now you can look at this uh many
02:32 different ways it says the bill
02:34 according to salazar aid would have both
02:36 domestic and foreign policy functions
02:38 noting that the strategic plan could
02:39 also be deployed in the united states
02:42 and in the wake of floods hurricanes or
02:44 wildfire devastation when local
02:46 communications infrastructure is
02:48 disabled
02:52 now again uh if you look at this there’s
02:55 many different ways to look at this as
02:56 far as why would they need internet uh
02:59 launched within 45 days and why would
03:01 they need a system that is completely
03:03 separate from our current infrastructure
03:06 uh to basically get uh you know
03:08 communications infrastructure like this
03:11 uh some have a couple of views on this
03:14 again
03:15 there’s a view that this would be put in
03:17 play like if they needed to cut the
03:19 internet for any reason before some sort
03:21 of big event
03:22 and that they would still need to use it
03:25 there is of course a disaster you know a
03:28 disaster happening and them being able
03:30 to continue actually communicating or a
03:34 ww3 situation where of course uh we have
03:37 an emp or something hit us and knock out
03:40 our power i just want to repeat one more
03:43 time uh that that quote uh i i don’t
03:46 know if you caught that but salazar’s
03:48 office says the bill of course it says
03:51 the u.s cannot stand by when tyrants
03:54 when tyrants shut off the lights and
03:57 when american security is at risk

04:01 that’s what their official statement is
04:03 uh regarding this bill and it’s uh to be
04:06 you know enacted within 45 days
